Not letting me create a clan

I have tried to create a clan, with 25k gp in my bank.
It first tells me that it's not working, to try later and, when i try later, it tells me that the clan name is not available. When I check, I still have the gp, am in no clan, and the clan is not on the clan list. Help would be appreciated!
