Not that it's the be all end all test method, but go here and test 4-5 different locations with your buddy

See if your close in ping and down/upstream.
Also, you can be father away and have a faster connection, if the line your using is substantically better
For example, I used to have 3 ping with a non-commerical internet connection, I moved closer to the servers, moved back to commercial internet, and now i have 10-11 ping -

Even if you don't you don't have any of these windows open, it doesn't mean you are not running them

Okay, their could be many ways why your spiking like this. Insulting Crossfire isn't going to help at all, but get your thread closed/infraction.
First, you can always search ways by Google, such as TCP optimizer, registry tweaks, DNS change, cleaning prefetch, cleaning temp, calling ISP and going through a diagnostic,. Checking ping spikes by (Pinging google and see if theirs spikes). Too many on servers, Spyware and Malware scan, (even with anti-virus. Get something like Malwarebytes etc). Resetting router (Unplug, turn off for 30secs, plug in - turn on). ETC As you see theirs many- solutions that can help improve your ping. Not all the game's fault.
