u cant get it anymore it was bugged or something and they changed the design

u can get a not zebra one for 100 coupons at "Owned Crates"

You can't get it , The mod posted that the tiger-stripe m4 was never meant to be in NA - CF.

I believe it was given out as a prize for the first place team in the Autumn Assault tournament and once as the first place prize for a video editing contest. As far as I know there are no plans to give any more of them out.
