I resubmitted mine with the words "resend" or "2nd submission" (don't remember which) after a month of files sitting with no views.
2 days later player was banned.
there is alot more action on the banned list also with the new reporting mailbox.
Try to resubmit with resend in the title, maybe it will be more apparant to them in some cases? -

^^^ Best tip you can give.
Remember, 100+ replays a day can be submitted. However, make sure if your doing second/third submissions, that the user is blatently obvious (1 hit kills, 360's, speed, ect ect).
