I saw some YouTube vids on people on Spectate or something, in which they could move freely about like the CS:S freecam. Do I have to go to options or is it something else?

I've been in it a few times when i joined a game. its something to do with the amount of players.

its the Replay system in a paused replay so no one can see the players in that match moving and make it look more like idk like showing the Map

Note that when I enter a room as a specator, I get a bird's-eye view of the map, seeing little people when they're not obstructed. I see the "killer and the killed" (that thing at top-right), but cannot move nonetheless

Its a glitch right now but eventually it will be enabled I'm sure.

F1, F2, F3, F4 change view modes.

I've seen someone be a Spectator only once in Crossroad. It was trippy. He left the following round though. =[
