FPS problems with UK server

When I'm on the UK server, for some reason, I'm not getting more than 30 FPS.

On other servers, I get around 60-180 FPS.

What's going on? My ping is 28 on the UK server.

Specs:
AMD Phenom x4 9650 2.3 GHz
4GB of RAM
1TB HDD space
nVidia G100 512MB (It's not meant for gaming, it's for HD movies and stuff, BUT it can play any game that has been made before 2010(excluding Crysis and FarCrap 2))
Running Vista

What else do you need to know?

yeah, me too,
before :
155 ping / 130 fps
now :
35 ping (thx luv u so much :-P ) / 60 fps

60 fps is still good. o.o

My ping on UK: 48 but FPS: 15 - 60

not with awm

i need like 80 to perform fast zooms
