Do u have to be the leader of the clan to buy the mark?

Yes. i tried when I was LT cuz my leader asked me to. I couldn't. You have to be the clan leader to buy a clan mark. Sorry.

dam ok is the rank for clan mark and rank to create a clan same?

No. You only have to be Staff Sgt 1st class to create a clan. But you have to be a Staff Sgt 4th class to create the clan mark.
