if you notice when u play FFA or MM you are all on same team so if there was vote in MM then heck just vote out the mutants and boom instant win
or if mutants can only vote mutants one team mate will put other mutants up for vote and boom then soldiers win

basically we cant have one cause we got to many kids who would abuse it

I love FFA because it's a mode i can go all out and not worry about being kicked.

MM sucks anyway.

If people didn't abuse the system then sure kicking would be fine. However because we all know it will be abused my answer is no.
You have to understand, most people in game are not mature. It will be abused like it is already.
