Can we use Mumble/Teamspeak?

If my memory serves me right, i can remember that there was an announcement that we can no longer use "3rd Party programs" anymore. Therefore, I want to ask that is mumble or Team speak considered as 3rd party Program or not?

3rd party programs are the ones that interferes or affect the game play. Voice chatting software like Mumble or TS should be fine and users use it all the time.
