I don't have a definitive answer for you -- but my guess is that they did not sign into crossfire until recently; thus the 30 day clock did not start for them. Last month/October, I saw someone with the AA-12 Buster, when they were handed out in the August Sharks vs. Zombies Patch.

As well as Weiwei's point, I think you can also buy multiple VIPs during preorder and allow the time to stack up. For example, OGMarsh did that with 4x B.C.Axe-Beast and had 4 months worth of an M14EBR-S-Divine Dragon (which was unobtainable at that time.) I'd assume the player is made of money, because you can literally buy as many weapons as you want when they're placed on preorder, because AFAIK there's a limit in game but not on the webpage. One could literally have years worth of that Flying Fox char.
