Since they add the ribbon manually it wouldn't be such a big deal to keep a thread up to date with the names, I guess that could work.

There is no time limit on this ribbon and to be honest, I am not sure if it's been given out to players or not yet (Except MOD's). It's best to carry on being active and nice on the forums and let the ribbon come to your profile when it comes c;

Honest question here: can the GMs differentiate between a genuine response and sarcasm? I'm sure not everybody takes the game seriously and it wouldn't hurt to make a joke or two about things here and there, but if a question is needed to be answered on a thread, would it decrease our chance of getting the ribbon?

During your time on the forums, I'm sure the GM's will get to know you by monitoring you. The way you reply, the way you can be serious when you need to be serious and when you are having a laugh and a joke with someone. ..but that will also mean they can also tell when you're trying to stir up a bit of trouble or taking sly nasty comments at someone. The best option is to be yourself and not worry about trying to get the ribbon itself. Try Harding to get a ribbon will show in posts and the GM's probably can differentiate between someone being themselves and someone trying a little too hard for the ribbon.

I hope this kind of answers your question.
