Won't get into game after clicking "Launch"

Whenever I click "Launch" it doesn't load the game from the launching menu all it does is shutdown the game. I run Windows 8 and meet all the other requirements to run the game. This is the same reason why I stopped playing back in September and just wanted to get back into the game but am still having the same problem as back then.

To run on Win8 do I need 8.1 because I am running a customized mix between Win8 and 7. The only thing I have from 7 is the start and search buttons in the left bottom.
