Anyone having lag spikes in the Netherlands?

I know that there are/were people having increased ping, but one of my clanmates living in the Netherlands is having serious lag spikes every 10 seconds. In one moment he has 21 ping, in the other it is 300 and he is teleporting.
He is rather curious as to what the cause is and if he is alone with this problem or not.

Edit:
His provider is UPC and he lives in Drachten.

Unfortunately he's not the only one, I am experiencing this problem too.
If I may ask is he using TELENET ?

Hi, i have the same issue on the UK Server, my ping went from 38 to 68 and higher.

Got the same here at spain, Normal it was 15-17 and now 92-130

And checked my internet speed etc.. all the same like 1 month before:)

I used to have this issue yesterday, it would spike up to a random 300 ping from the normal 25. It didn't last long but it eventually sorted itself out. What is his connection like, it might be something to do with the region, I doubt it but it is just a theory.

But is it a stable 68 or not? His problem is that it is working fine, then in the other moment it has terrible spikes.

Nope, No problems here..

18-20 ping without any spikes.

And I'm with Ziggo..
