Low fps when turing around

I recently found a problem that every time I turn left/right/up/down, the fps drops from ~180 down to ~20. And also when I start the game, Win7 system pops up an error message says that "The color scheme has been changed to Windows 7 Basic"

Please help me ~~~

the game stopping/hanging up is the banning issue every single post u read is about this.
