My ideal "good enough gaming pc"
CPU- Intel Core i5 4670k
GPU- Nvidia GeForce GTX 760
Motherboard- Asus Maximus VI Gene mATX
Case- BitFenix Prodigy M mATX Cube Case
PSU Corsair CX500M 500 Watt power supply Modular
Ram- 8GB 1866 megahertz
Storage and OS -> Personal preference.
Running CF on this system, you would probably max out all settings and highest res and still maintain good frame rates ( In the 200 range, though this game is not graphic intensive so I'm sure the GPU don't have to work as hard and run hot.)

i7 2600k @ 5.0
Corsair H100
SLI 780ti classified hydro copper (should wait until it's release otherwise just stick with SLI Superclocked ones with blower cooler)
500gb SSD
32gb RAM
MAXIMUS IV Extreme Z
any large tower with good ventilation, doesnt change performance.

Those specs DOEEEEEEEEE!!~ That seems more like a "I got no budget PC".
Yes, as long as there is good airflow then the components would run cool thus have better performance. -
