well first check for bad capacitors
second check the pins on your cpu are bent or not
third, use only 1 stick of ram if you aren't already and is the correct mhz
fourth, reset the CMOS
if that doesn't help, you can go to a local tech store and they might test your CPU for you not sure, just make sure everything is tightly seated in your motherboard especially your PSU connectors. -
Yeah it is more than likely the mobo, i would ask for a refund if not too late or demand a replacement, i've had the same issue with my lenovo, company says they looked over my laptop motherboard but i put a special paint on the screws and saw that the lid was not even untightened, LOL, they got an earful for that. seems like ASUS has done the same thing.

I don't think it is the CPU, so it's really up to you if you want to RMA, if it's a hassle i wouldn't, it's more than likely a bad mobo -

Just curiosity, did you delid the CPU to replace the thermal compound O_o. Tempting to try it because I heard replacing the thermal compound with better quality ones do in fact improve the temperatures of the cores. -
I delidded it with a hammer and vise, and put CLU on instead of the stock TIM. Wouldn't recommend using a razor, since it could cut through traces and kill it. About the article, I'm about done with ASUS too. 3rd time needing to get an RMA. Luckily I got one from Amazon the first time.

everything is worth buying on amazon because their return policies, honestly though ASUS was one of the better mobo brands though
