Framerate lower than expected in every game

Not too great with computers, but my brother's computer can run crossfire with around 100 fps in a 8v8, and can hardly run games like Borderlands 2 smoothly. Not sure what the problem is, and any other info needed I will supply. These are the specs I know of...

4 GB of RAM

you want over 100 fps (this is bad?) in a 8v8, or are you saying you want to match the 100 fps your brother gets?
if so, it'd be relevant to know what his specs are.

Crossfire relies on the CPU much more than the GPU, so while his CPU might give you 100 FPS in an 8v8 in Crossfire, it will give you 15 fps in Borderlands 2
