room joinig problem (NOT x-ms patch)

i have got a problem when i try to join a game:
when i press the join game button, the map loading side appears normally.
when its half loadad it laggs and says: connection has been delayed ...
this happens in 60% of my tries, and it sucks very when i try to play clanmatches because if i cant join my clan is in disadventage.
so is my laptop overloaded, or whats the problem ( i have windows7 32bit)
