It's based on your current living address beyond that.
Do you currently live in the states?

This isn't true, if you have citizenship for either country you are allowed to play no matter where you reside from. -

You have to be a citizen of said country to be able to compete, residency doesn't matter as far as I know. -

For WCG Canada,Teams are allowed up to 2 permanent resident (with their official resident card/proofs)
Not sure how it clears it up, but it's all I know on my end. -

Hey,
We finally heard from WCG HQ on this matter.
If you are a permanent resident (non citizen) you can compete for team USA, but note that only up to 2 people can be in this status on the team.
So, if you are a permanent resident with an address and green card you will be able to compete on a team for USA even though you are a Canadian citizen as long as there are only a maximum of 2 (two) people that fall into this status on the team.
Note that this is for teams of 5 only, and that the rules are different for teams of 7 (World of Tanks) and teams of 1 (StarCraft).
