strategic partnership is basically an interdisciplinary approach for the companies to work together. For example one company offers the advertisement aspect while the other offers connections. So if what you're saying is true(i kind of just skimmed through the article), then these 28 companies are already working together and they expect the other 12 or so companies to work with them in a multidisciplinary way(still providing help but not working with these other companies) -
