Cf stars wierd assed setup?

Why is the cf stars in a consolation bracket tournament to declare the two winners instead of a double elim? kinda dumb that all of the weaker teams who lose 1st round will get a person to the playoffs.

Not really a consolation bracket, since the only people who can play for third are the ones who lost in semis.
