No. Sensitivity can change depending on what your mouse DPI is.
Let's say that someone has a mouse running @ 800 DPI and 10 sens and someone else has another mouse at 1600 DPI @ 10 sens too, obviously the person w/ 1600 DPI will have higher sensitivity despite being at the same setting ingame.

Sensitivity correlates to a # in the config.ini file. You could easily combine this with what you get on your end to make a calibration curve. Repeat for the various DPIs your mouse supports, and plot it all on the same graph. It will allow you to switch between DPIs while maintaining the same feel.

This isn't true. Your normal sensitivity is account specific, it doesn't bind to your config file. What does however is your scope sensitivity.
No idea if the two share math or not though :O -

ok so like
what is the point of you asking?
if you switch your mouse dpi it is easy to tell what your sens should be
but like
wtf do you care about "exact inches" for?
if youre really curious, an 800 dpi mouse moving at 10 sens
is basically
like
playing a
667 mouse at 12 sens
dpi * sens / new sens = relative dpi
mess with that until you get your answers
