When there are many pixels in a single image, and when you move your mouse(hence your screen moving) the pixels are changed to modify the overall size and resolution of an image. Because resampling changes the structure of an image, it can also break animations.

in layman's terms:
Basically, the image is changed completely. It can get ghosted due to movement. Ghosting literally means like a copy of the image before, its like two collapsed frames moved a little bit away from each other to make it look like there's two.(Basically, imagine yourself seeing from far away with bad eyesight)
The reason it's popping out on the minimap is because, in most video games, the minimap is the most pixel-collapsed image that is constantly changing and ghosting constantly occurs, with all those images being ghosted and resampled because there is so many, the pixels are changed completely in terms of size and color(depending on the color of the minimap of course) -

Most of the minimaps in CF are roughly 256x256.
