Clan groups

This allows clans to "join clans". It's a group where the set of clans can communicate with each other.

Allows clan leaders to make groups in which other clan leaders can join. These clan leaders can communicate with each other as a group and would be able to do ect with them.

The chat system would be simply pressing f4 twice and would be a different section in the lobby. Oly clan leaders and LTs can communicate due to 500 people talking at once would cause mass chaos.

15 clans per group.
