If hack report is valid then gamer get reward, for example 1000 gp ! If a player completed 100 valid hacker reports then he get the new ribbon: "Stop hack!".

Been suggested a million times.

Tons of people will send pointless reports in hopes that they sent in an actual hacker; especially the noobs that call literally everyone that kills them a hacker. This in turn means more pointless reports that support has to go through, meaning more backlog, which equals hackers getting banned slower.

I should also remind you that they would have to create a whole new automated reward system, and that would also take time to implement, pointless time in which they could've done something more meaningful than essentially giving themselves more work.
