Connection is decently stable.
Your 70 ping is not high due to serious networking problems, it's just cuz your packets take along way (30+ hops) to get to the server.

try this

When I first started playing, my ping was 35-38, which was like February '09. Now it's 55-60.

If it's not more than 50+ change, then it's not a real networking problem.
